Indeed, blue flags rarely happen in feeder series. Also, I can't believe he's never faced blue flags before, even if it was because he had a race incident and ended up being lapped. Plus, if you're allowed an F1 superlicence, it stands to reason that you should be able to move out of the way of lapping cars if that's what the rules dictate. There's no excuse.
Even if he'd never shown a blue flag before racing in F1, he's seen several here and evidently had a talking to (besides the penalty).
