I don't get this, is Hamilton getting the option for a different strategy despite him being the driver effectively behind? Bottas didn't get his choise at the time last rcae.

Why does Verstappen think he's being held up by Bottas ? He hasn't got within DRS range, and it is his job to overtake, not just have his competitors give up.

What is it with the luck for Hamilton and the opposite for Bottas... Problem for Bottas and VSC for Hamilton to pit at the exact right part of the track.
There is no luck to being slow. Hamilton put in a 17.6 the lap before VSC, nearly 1 second quicker than Bottas and had the gap to pit by 1.5-2.0 seconds.
Bottas is too slow, he should have dropped Max by 5-6 seconds in the first stint then he wouldn’t have had to immediately cover his pit stop and tied himself into the early stop.

With the overtaking difficulties here, and given Hamilton had only just done enought to pit and come out ahead of Bottas, I think Had Bottas not had his issues since lap two, he will have managed to stay ahead of Hamilton, And also possibly still stay ahead.
Given the level of damage Bottas has, I don't think he's doing badly at all.
