Genuine question: are you allowed to touch other teams cars?

For the avoidance of doubt, I don't think Vettel should be penalised at all for what he did, just interested if there's a rule about that sort of thing.

Sporting regulation 22.6: Save as specifically authorised by the Code or these Sporting Regulations, no one except the
driver may touch a stopped car unless it is in the paddock, the team’s designated garage area,
the pit lane or on the starting grid.

I am not sure, but is he actually touching the car or placing his hand in front of it? Being pedantic, he may have just put his hand right in front of the Merc and only touched his own car. Not that it matters really.

If you think he wasn't allowed to do it then I assume you wouldn't want any illegalities or "wrongings" to go unpunished. A simple slap on the wrist perhaps?

I'd say Grosjean was cut arccos by Hulkenberg resulting in Hulkenberg flipping himself. The decision for no further action was very quick indeed. I don't think grosjean could possibly be blamed for this.

DC has done the difficult one, the pit lane, so my bet would be with him. Not sure if Canada '08 would count as a crash for Kimi and Lewis though

DC has managed to crash in the formation lap as well. Monza 95. Sadly I can't remember him ever binning it under the safety car.
