This comes up every now and again. I don't see it actually happening, but if it does F1 is welcome to come over here to America!

Even if this did happen it would be possible for the FIA to set up an insurance broker for insuring the F1 cars. If there is no insurance at the moment then it means that they are already taking on the liability (or the teams are) - if such a crash occurred that the proposed legislation would cover, then it would mean at present the third party affected by the crash would be able to sue.
But - as stated - this sort of thing comes up all the time when new laws are proposed. People highlight the unintended consequences of them and they get amended to cover them. It's certainly not a bad thing to suggest that motorsport events are able to compensate third parties who are injured or have their property damaged.
As for the suggestion that no insurer would touch it. When was the last time a piece of an F1 car left the circuit and damaged something outside of the arena? In this sense F1 cars and races are very safe.

I think this ruling is stupid to say the least. The guy who got hurt on private land by a tractor should have been paid out of a regular liability policy (you can call it farmers liability, general liability, public liability, 3rd party liability, etc. depending where you live). He could have been hurt by a cow, or another farmer and then what, we would ask for cow liability insurance policies?
Anyway, in terms of Motorsport it has been an exclusion in any auto policy for ever but having said that and worked in the insurance industry pretty much my entire professional live let me tell you there is nothing you cannot insure. The question is, are you willing to pay for it? Applying this to vehicles operated under in an controlled environment with traffic going only one way is just flat out dumb and people suing people for getting hurt at races, hockey games, baseball games are equally dumb.

I have motorsport insurance for my car.
It covers me for (all of the EU) third party, non race/track day related incidents, fully comprehensive EU wide road cover (up to 1000 miles per year), and EU wide transport cover. It
Whilst track related incidents are not covered (ie being at fault for taking 3 competitors out, ending up hospitalised after crashing, etc), liability aspects are covered (ie a wheel coming off and flying over the catch fence, clumsily knocking over a person in the paddock, etc).
I pay...... £190 per year.
Of all the costs involved in competing that car, insurance is one of the least significant.
Admittedly a minimalist policy, but its enough to give me peace of mind for things that could realistically happen.
I could have had a fully comp track package for not much more than £1000.

I think I can say with confidence no law is going to pass that would effectively strip a continent of a multi-billion dollar industry.

I find it rather amusing that a F1 could be regarded as a means of transport. I know the Tube goes around in circles, but they transport people to and fro. F1 cars don't.
Also amusing is the fact that UK motorsport won't suffer any potential ill effects, as they are leaving the EU. So what's the big worry?
