Is F1 too slow in catching up with fans?

Though born in the 60s, watched F1 since early 80s and never looked back since ....
Though regulations have helped, has this caused a negative reaction to this sport and fans... Should F1 keep the same regulations till at least 10 years or so, so the teams can catch up?...
I used to like the tyre manufactures wars and also fuel pit changes which added a spark to strategy...
Are the fans getting what they need?
Also, I think every team should represent fully to their drivers at 100% up until 60-80% of the WC, where mathematically it's impossible for a team mate to catch up....
So Vettel & Kimi would have equal rights...
