Is the best overall car not the best car to have?

Something I was thinking about during qualy...
First off obviously crazy and fun race.
Now, lets assume all equal engines... lets say perhaps one team makes a car geared to high downforce low top speed vs a team that makes a complete balanced approach vs a team that makes low downforce high top speed car...
Could we possibly say that the calender will favor one of those cars... In Baku, Spa, Monza, Canade the low downforce will prevail.
In Monaco and hungary and singapore the high downforce will be better.
So my question is would a team deliberately sacrifice overall evenness in favor of a car that performs on way or another when they develop it bc they believe it will help over the course of a season
