A radio with a green pick up button, red hang up button, numeric keyboard with the alphabet as secondary inputs and with * and #?

Maybe it's a mobile phone & radio combination in one device, but I've never seen a plain radio with all of the above...

Yes. It is probably DPMR radio. These units can do lot more than just push to talk. Many of our clients use this on big site where sometimes some discretion is required. These units can do simple Push to talk, private call to specific person, group talk and what not. That is why that connect and disconnect buttons are there. You can connect to specific person even when you have 50 people with that radio. But it is radio.
