After watching extended highlights it looks like only Stroll (who was in 14th, second to last at the time) gambled for slicks during the SC for Hulkenberg's crash, everybody else came in a few laps later, so I'm not sure keeping Lewis out during the SC and not taking the penalty is really a mistake...
