As Case1906 said, you can't plan for a safety car (except for Singapore 2008 ). Looking back, sure, Merc could have put Hammer on softs, but they were obviously sticking to their planned strategy.

Why did they choose a 1.6L turbo? That's a very loaded question. Here are a few reasons.... They wanted a slower car with engines that cost ~10 times more to produce, and that take much much longer to repair. Or they wanted the race car to more closely emulate a small percentage of current road car...
