For the sake of impartial refereeing, any assessments should be removed from human interpretation. With today's technology, it would be very simple to install sensors for the cars, and if any car exceeds set limits, a penalty is automatically issued. Don't they regularly do this in Australian Super...

New formula is a success in my opinion for similar reasons above. Yes there are less overtakes but they're more suspenseful and meaningful.
