The simple answer is ususally the way it will work. If the car is in 1000 bits the stewards will work on the assumption that car weight was okay but will still want to weigh the driver. If the driver is badly injured but the car is okay, they will weigh the car but not insist on weighing the driver ...

IIRC, Hamilton wasn't happy with the brakes for his first season at Mercedes and in the end they changed supplier to give him the feel and performance he needed. In fact, at some point during the second season he and Nico had different brake materials.
