I would say 2008 definitely fits the bill of 'against the odds' inferior car, second season, and some bizarre stewarding. I don't know why people dislike refuelling so much, I have no problem with seeing it come back, it will go along way to allowing drivers to push flat out again when they're no longer trying to maximise tyre life because they may need to refuel anyway. I also don't see how it's artificial in any way...

Pedro Diniz was heavily linked to Benetton for 2000.

During 1997 Hakkinen was linked with a move away from Mclaren. Jordan seeming the most likely.

To be fair the most ridiculous ones seem to happen. Alonso back to Mclaren, Raikkonen back to Ferrari, Damon Hill to Arrows.

Magnussen is a very good driver but not worth the 35 mil. That money would be better spent on the car than a possible slight driver upgrade.
