What do you mean "bending the rules"? All teams knew what them testing the tyres meant, and, as the "unnamed" rival source says, they underestimated how much of an advantage it would become, so they need to consider it better in the future.

Grosjean's not getting the same upgrades, very annoying! I'd prefer them to be on a level footing so we know just how well Raikkonen's doing. Because with the same equipment on the car, Grosjean could be quicker, we just don't know.
