He went too much over the curb in one of the final corners. Every driver had four wheels off track at some point in Quali. Teams do spend money on testing. In simulators. Mercedes absolutely splurged on their upgraded simulator this year.

The article also misses another point. What's been unusual about 2013 and to a lesser extent 2011 is Webber's complete inability to beat Vettel ever, at all. When Barrichello and Schumacher were teammates it was different. Barrichello would beat Schumacher every so often, including quite a few times...
