Just wait until the ICE is there only to spin the turbocharger and its ERS, and drive is provided directly by electric motors. If there's an evolutionary tail in the whole F1 powertrain it's the transmission, not the engine.

One thing that makes F1 different from Indy is that F1 cars can be redesigned to suit certain circuits. Teams design special package for Monza, so there certainly would be "oval spec" too. Put simply a large turbo will flow more air at a given boost pressure than a small one. That means for a given flow volume, a larger turbo needs to run less boost pressure, which means less heat, which means smaller intercoolers.
