Just wait until the ICE is there only to spin the turbocharger and its ERS, and drive is provided directly by electric motors. If there's an evolutionary tail in the whole F1 powertrain it's the transmission, not the engine.

Put simply a large turbo will flow more air at a given boost pressure than a small one. That means for a given flow volume, a larger turbo needs to run less boost pressure, which means less heat, which means smaller intercoolers.
