I would think so too. Mainly, Vettel uses the softs when the car is lighter so they'll last better.
The one thing I can think would help the others is an early SC. That would really ruin it for Vettel.

McLaren really do need an upgrade in the driver department. Perez is inexperienced and his pace still has question marks over it and Button, while reliable and solid, can hardly match the top three either.

They usually have a bunch of guys pushing the car into place. That's probably much slower than a real F1 car coming in. If you bothered thinking about it, you'd realize that the deserving (i.e. faster) drivers were Webber and Rosberg. And both lost out, hence the different opinions.
