No it's not. It's to do with the fact an F1 car can't race round there because the track is way too narrow. An F3 car can barely fit in places. It's everything about safety, I've driven round both tracks and know them well, Macua is far more dangerous in many of it's aspects (Not just how Narrow it is) Sure Monaco is dangerous in places but it's limited due to the safety measures taken over the years.

The engine sounds are what make motor racing what it is, it's one of the most vital aspects especially if your at the circuit. They will add special sound effects to create virtual sound effects ,otherwise its just not motor racing anymore, the sound is one of the key aspects. Though won't be the same even with artificial sound.
