VW will never enter, they don't know how to make F1 engines . Audi has some pretty good people in their engine department (Dr Ulrich Baretzky for example), but they are committed to Le Mans and, quite frankly, I don't know if they'd succeed in making a good F1 engine considering their latest effort...
