Actually, I think the punishment is pre-determined. If you can't provide a fuel sample you are excluded from qualifying entirely, which means you end up at the back of the grid. Its pretty objective and nothing to do with whether anyone might lie etc. Just a simple "have enough fuel or be excluded"...

It would not surprise me that a significant factor in the low fuel was the incredible lap put in, consuming more than expected. Hmmm the location seems strange for DDRS. For DDRS you need to have tubes that have the end located next to the DRS flap to collect air when the flap lifts. These bulges are to far forward.
