Alonso's strategy seems to be staying 2-3 seconds or so until he has the pace advantage to make the jump to DRS a single lap. I think he just tested the water and called it off when it didn't happen.

Irrespective of whether it's a good idea in general, actually changing the format set out at the start of the season two races in without a really good reason doesn't exactly make it seem like F1 is putting the sport part of the package foremost.

I remember ages ago there was a thread about what WDC results you might change if (IF) you had carte blanche control over history. I think I mentioned 2008 :) For me I was just sad for Massa how it happened, especially in retrospect given how much Lewis went on to win. I'm sure that still hurts him....

I would think that the interpretation of "the last point at which it was possible to determine the position of all cars" is the last completed sector/timing zone prior to the red flag, meaning prior to the restart.
