I want the driver to figure out how to handle the problem, but I don't mind the team informing the driv...

Well, there never was a 100L/hr fuel flow limit... but the 100kg/hr fuel flow limit is still there and being enforced (volume is temperature dependent). In fact there was some talk about some teams bending the intentions of the rule last year IIRC, something about having flexible tubing or something...
