Remember that the teammate does a considerable amount towards car set up.
Each driver has just the 3 sessions and limited tyres, and needs to keep an eve on engine miles.
I doubt any driver wants a 'no hope' in the other car.

Its probably for wet weather, because the ERS harvesting light and the wet weather lights use the same light which is far from ideal. It's probably just to look cool as f*ck in night races. The safety car is needed for erm, safety. Its not the car thats the problem its the tyres. Why do tyres have to be melting to work? OK, it may loose a second a lap for the year its introduced, but tyres really need a rethink from the ground up

The safety car has to be out long enough to 'bunch' the field so there is a working space, then long enough to release lapped cars. The minimum time is always going to be several laps, and more so as the race distance progresses.

Shown in the post race interview, I think filmed while the podium was on, the interviewer asked Kimi how the mechanic was and he replied 'I don't know'. He was changed into his civvies and in the back of the pit area.

A minimum pitstop time seems difficult to implement from the teams' point of view. I would dread the day someone gets a penalty for a 3.9sec pitstop.
