Basically they set a precedent, that you can knock another car out and get away with just a 10 second penalty. Such scenario could come in handy many times, especially when a championship is on the line later on.

I don't understand why all the controversy and interrogation if Merc used the party mode or not. As long as their engines and engine modes adhere to the regulations, they can use whatever mode they want and they don't even have to tell us anything about it.

Because of one crash, really? As you yourself said, Bottas would've been there without the qualifying mistake, so why change if that's what's needed. It's not like he crashes out often. It's within the margin that the sensors allow so it's fine. You can call it a jump start if you want to, but since anybody allowed to move within that margin, he obviously did nothing wrong. He was able to take the maximum advantage of the start and I think should be applauded for that.

1997 MSC gets DSQ from the whole championship for using his car as a weapon. 2017 Vettel does the same and the result is a stop-and-go penalty.

For Massa this is a "why not" situation. You never know where Williams will stack up when the rules are being reset, so he might as well see it through. It's not like he has anything to lose or prove at this point.
