Surely you shouldn't be penalised for being lucky enough to anticipate the lights anyway? It's a huge risk in doing so. If you start moving and the lights are out then you're good. They tend to not announce non-jump-starts but this was announced by race control as being noted. They should be announcing a penalty or no action by now.
