Right penalty for Vettel but for the wrong offence. He should be getting one for overtaking before the restart - probably in addition.

That headrest isn't nearly as loose as it looked from the cam behind Ham's head. But is it a safety issue for him personally if he were to have an accident?

Without even considering whether either of the collisions needs to be penalised, Vettel overtook Hamilton before the restart so that's a drive through or a time penalty.
