I cant see anything but a Verstappen win, his been driving better and I was dissapointed with Hamilton on lap 1 at Monza, too many little errors that have bigger consequences. Sounds like it could trigger a few moves. Makes me wonder which seat will actually end up being better come 2022 - Williams or Alfa. Alfa seem to have switched almost all development to next years car so guess that is one indication, assuming they get things right.

Teams need to budget appropriately. If they don't then they pay the penalty. I don't see how this is a different to a multitude of other restrictions that are in place.
