Perhaps, they should give the worst teams the tyre tests - and allow the current car and current race drivers. Might improve the balance on the grid a bit and certainly improves tyre development (current cars).

IMO, the top scandal were the attempts to circumvent the prohibition of skirts in the early 80s with really dangerous systems that actually killed some drivers. Among the most active cheaters of those times was Bernie Ecclestone and his assistants (Charlie Whiting, Max Mosley, Herbie Blash, ...).
