1 reason for the safety car start is that when the cars run for a few laps, their tyres help displace any standing water on the track.

I'm assuming this was done on purpose.
Letting Verstappen win on his debut. This would catch more eyeballs than Ricciardo winning, which is why they screwed his race with a 3 stop call.
