True, the reliability is very poor. But the majority of that is due to poor cooling off the ERS storage and motors and the turbo. I think this whole thing a merely a symptom of the changing way people consume media. The BBC are feeling the pinch now, because they are not able to make such large profits off their consumer base, but the Sky's and BT's of this world will also feel it in a decade or so as their consumer base ages ...

This is for (fighter) aircraft; where the G-forces work from top to bottom (or bottom to top in negative G conditions). To answer the question - no it was not strictly legal according to the sporting regulations, however it was clearly the correct thing to do to avoid shedding debris all over the race track that would have likely called out a safety car.
