The 'problem' with so many tracks is that there is only one line through each corner, and if the driver makes a bad exit then that ruins the following straight, they can not afford to make a mistake on the exit. As such there is a little opportunity for overtaking as everyone is taking the same line...

Anything which is not flat, has banked corners, and multiple lines through corners to aid overtaking. And no straights, or at least no straights preceded or succeeded by a slow corner. My understanding (having read the stewards' report on the official F1 website) is that it's a calibration issue. Red Bull think that it was not accurate, but it was consistently inaccurate not fluctuating wildly, hence the offset that they were instructed to apply.
