Eliminate the Fuel Flow restrictions - they don't permit enough fuel flow to even get the engines to their maximum RPM limit. Exceeding track limits must be self policing - a broken wing, a damaged floor, a spin through the grass, impacting a barrier.

McLaren underestimated what is required to be competitive at Indy. A common mistake for first time organizations (nobody currently with McLaren was with the team when they had the cars to beat, back in the 70's).
