Eliminate the Fuel Flow restrictions - they don't permit enough fuel flow to even get the engines to their maximum RPM limit. Track limits CANNOT be a painted line.

Exceeding track limits must be self policing - a broken wing, a damaged floor, a spin through the grass, impacting a barrier.

If nothing gets broken or damaged and time is gained by the driver - it is not a track limit.

Revolving Stewards only creates wildly different thoughts on the application of the rule and how they are to be applied. The same thing happens in Law. McLaren underestimated what is required to be competitive at Indy. A common mistake for first time organizations (nobody currently with McLaren was with the team when they had the cars to beat, back in the 70's).

More money has to go to the bottom rank teams - if there are to remain 10 or more teams!
