My understanding is that F1 is 'authorized' to have 13 two car teams. The FIA payouts should be based on division by 13. In normal road driving I have come across certain forms of pavement where very little spray is generated at highway speeds (not racing speeds); also other forms of pavement generate copious amounts of spray.
