I think the person who is marginal yes/no is Verstappen, great carving up the field, but he really got lucky with the rain.

Hamilton did well, but he really shouldn't have had to rely on the rain for his 100th win.

If I remember correctly, after the FIA had a go at getting a suitable fuel sample they allowed Aston Martin to have a go - they both failed. Aston Martin had it's opportunity, they should not be allowed to break the regs.
