Vettel coming out behind Button has as much to do with McLaren improvement as it does the slower speeds in the pit lane which would have previously seen Vettel come out 3 seconds further down the road.

I think the reduction of the speed limit has more to do with reducing the approaching speed of cars in the pits to cars pulling out of the pit boxes. Less speed means a softer impact should two cars collide in the pits which reduces the chances of the cars and bits of the flying into the mechanics....
