Maybe delay the entry of a recovery vehicle onto the track until all cars at the virtual safety car delta or have been picked up by the safety car if it is deployed.
Medical vehicles would of course be exempt from this..

This chaps dad built a kart for him when he was around 4 out of old pram wheels & a lawn mower engine & he went on to be quite successful. That's his dad with his hands on his kips standing behind him. I think it is apparent from the picture that they weren't the richest people in the world....

No Fangio, Ascari, Stewart, Graham Hill, Brabham, Clark... ? Fangio was never beaten by a teammate. Ascari was beaten comprehensively in 1954 and 1955 although his car didn't finish a race in that period. Stewart was beaten by BRM teammate Graham Hill on debut in 1965 but Stewart beat Hill in 1966....

I'll be the devils advocate here but you can't really compare Red Bulls dominance against Mercedes dominance. When Red Bull were dominating all the engines were frozen but roughly equal, they weren't the same but each engine had advantages and disadvantages over the other which made it a level play...
