I think it's possible that part of the reason they're cleaning the house is that it's been hard to find a good second driver because no one wants to go there looking at how the no2 drivers have fared the last 10 or so year.

Race control should have the power to make everyone use the full wet tyres. Make the call during VSC to make sure no one gains or loses out massively and when everyone has made it back from the pits, green flag and everyone is again free to choose what tyre to run.
