I'll answer my question, apparently, 10 places is for unsafe release, while 10 seconds for pushing car back to reattach the tire and rejoining. Ouch

Sad I was under impression he served 10 seconds just before retiring, is it extra penalty or stewards didn't accept the stop and RB should have kept him out another lap to claim they served it in this race?

Racing wise, if the winner is 30 sec away even with a SC and with no real reason to push, then the season doesn't look too bright honestly. Yeah... :( Bottas made the race interesting, but if there were 100% reliability, I'd expect Mercs being in the lead by 50 seconds, followed by McL and Williams...
