Strong drive by Norris at a time he really needed it. withstood thee pressure from Piastri the entire distance, was surprisingly robust in his defense AND attack with the wheel to wheel stuff. Definitely the right result at the right time for him.

Lawson only finished the 1 race as Max's teammate and was 12th - same as Tsunodas first result as Max's teammate. So Lawson would immediately to the left of Tsunodas line

Well Horner's explanation at the time was that they felt Lawson temperament would be more suited to dealing with being Max's teammate and the pressure of being in the A team. Unless F1 is different Race Directors role is focused on smooth and safe running of the event only. Driving standards, transgressions and discipline are the stewards domain. As the Verstappen incidents has no direct safety implications the RD did not need to have any bearing on the action taken.

The problem is that if there were no guidelines, the regulations as they currently stand, would have to be rewritten, because the only way stewards can judge a situation, is by comparing it to what the regulations are.
