Vettel does not deserve DoD, not because of the team orders incident but because he compromised his race by making a wrong decision to go to dry tyres when the track was still too wet

If they did, Hamilton used more during the race
If they didn't, Rosberg drove the race with more fuel
Either way, the fact that Hamilton needed team orders to stay in front of his team mate says much about Hamilton, not so much about Rosberg
