4 seconds seems possible. With airplanes, depending on the size of both planes, they can wait 2-3 minutes between starts and leave 5 to almost 15 km between planes in the air... so, a strong wake turbulence can remain "active" for quite some time.

I have always been of the opinion that to slow a team member down, would be cock up the pitstop, not enough fuel (the old days of refuelling) adjusting the engine maps so that the 'team member' runs a lower setting so starts being a second a lap down etc etc. Lots of subtle ways to slow down a team...
