I think it would be reasonable if the penalties were for crossing the inside line on exit, be interesting if that was in the notes. But they said speeding.

There is precedent for a penalty, Vettel Singapore 2009. That’s because he cut over an inside line to get a shorter run and quicker time. Monaco the pit line is wide entry and narrows so someone at the FIA screwed up
