Of course it takes money to advance... a lot of it, just as the established teams spend. The point is that every team as they come into F1 knows it is going to take BIG money just to play, much less win. They knew it coming in... Maybe if the smaller teams were given a chance to become larger they could attract a bigger following. while it might be fairer to the lower teams, the real attractions to the sport of Ferrari, Merc, Renault, McLaren will lose out. The revenues generated are different for a west brom vs Southampton match against a Chelsea vs Man United match and the money should be distributed to reflect that weight...
