Say something like a total budget of $100 per season and allow as many teams to turn up who could build a car within the rules. I don't think it rewards mediocrity. The ballast/time adjustments would be so small that no team could be sure of gaining any places, just time relative to those in front. So Red Bull would probably still win, just not by as much. Surely engineers know precisely how much lap-time extra ballast would...

Personally I find Lewis far more intersting than Max. As Jos Verstappen said, Max is only interested in racing. He doesnt show any sign of greater depth or wider interests.
