It is not possible to really compare drivers of different era. With all respect to Fangio, he could not get his body into and out of one of todays F1 cars. By the same token today's F1 drivers would have to be physically larger do deal with the F1 cars of the 50's - each era has its own issues that ...

Eliminate the Fuel Flow restrictions - they don't permit enough fuel flow to even get the engines to their maximum RPM limit. Track limits CANNOT be a painted line.
Exceeding track limits must be self policing - a broken wing, a damaged floor, a spin through the grass, impacting a barrier.
