Exceeding track limits with one tire will cause more than 5 or 10 seconds added to a participants race time. F1 has never been an enterprise where every competitor has a reasonable chance for victory - and it never will be. Painted lines do not cut it as 'Track Limits'.
Exceeding track limits affects the car by slowing it because it loses massive grip or by the car hitting a fixed object and being damaged. Real track limits DEMAND respect. Painted lines don't.
