There are plenty of websites where you can find raw data about circuits: a map, length, etc. However, I haven't found a website that explains how those data affect the racing and why. For instance, a website that explains why Monza is best for Ferrari (power) or Monaco is best for Red Bull (chassis)...

No, they just didn't need to. If they were racing in later years and wanted to be competitive they would have had to be fit enough to take the demands of the quicker cars. Worst (best) case scenario: [Mercedes] build an average chassis in 2017. No biggie, their PU advantage is still big enough to make up for that, so they still win both championships. In 2018 their engine advantage is reduced further, but it's still there, and by then they already have a good chassis...
