The safety car is used far too often these days. Any slight prang, a car anywhere near the track, any debris of any kind and the safety car comes out.

I agree it's badly worded, but the sensors measure the fuel flow (ie, the amount of fuel used in the engine) every 0.2s of the race. The rate at which this fuel is to be used cannot exceed a rate of 100kg/h. A rate of 100kg/h is the same as 27.7g/second, or 5.55g-every-0.2s. So the 'fuel rate' means...
