Definitely not a penalty IMO. Norris retained position (with a slightly bigger gap than before the collision I might add) so that should nullify any consideration of a penalty for Perez. I've said it before in another thread, but DRS needs to be limited to a certain number of uses during the race. You can use it anytime (not just one second behind) but once you've used up your allocation, that's your lot. And it shouldn't be used AT ALL in qualifying. It's an OVERTAKING aid after all.
