Bernie is not daft enough (yet) to have been serious about the artificial rain.

Which leaves the tyres, which should not be the sole point of interest in a race & currently are. So that needs changing. Perhaps Bernie can arrange some rain on Paul Hembrey until such time as he comes to his senses.

Looks to me like Dr Marko is more interested in seeing his name in the press than he is in the content of his utterings.
