Roll back to 90s technical regs with a budget cap that enforces 90s size budgets (adjusting for inflation). Use todays sporting regulations but without DRS. Race on proper circuits. Job done. If a 90s style race happened next weekend with the level of coverage we have now people would go nuts for it.
